What is a Designation?
A designation allows public authorities to set aside land for future works or projects. It also allows them to operate, or undertake maintenance and repairs on infrastructure like roads, telecommunications and electricity networks, or schools without needing to comply with the land use rules of the District Plan.
Designations have a specific purpose and can have associated conditions the activity has to comply with. Only requiring authorities can seek designations. A requiring authority can only be Ministers of the Crown, local authorities and network utility operators as approved under the Resource Management Act.
A designation restricts anyone other than the requiring authority from carrying out work on the designated land, without the requiring authority's permission. The ‘underlying zone’ of the District Plan remains over the site and applies to any other activities than for the designation purpose.
Designations in Proposed Gore District Plan
As part of the review of the Gore District Plan all requiring authorities with designations in the current Plan have been invited to give written notice of whether they require the current designations to be included, with or without modification, in the Proposed District Plan.
Eleven requiring authorities have requested that one or more of their existing designations be rolled over into the Proposed District Plan. These are

Notice of Requirement
Requiring authorities can ask for new designations to be included in the District Plan by submitting a notice of requirement. Notices of requirement are not required for designations that are being rolled over from the current District Plan into the Proposed District Plan (with or without modification) or being removed from the Proposed District Plan where they are no longer required.
The following notices of requirement for new designations or alterations have been included in the Proposed Gore District Plan:
